Range Statement

1. GENERAL CONTEXT

 Work must be carried out:    

•  in compliance with relevant maritime regulations and OH&S legislation as they apply to mooring and untying operations on ocean-going vessels.

    
Work is performed:     

•  under supervision as part of a mooring or untying team, with accountability and responsibility for self and others in safely achieving the prescribed outcomes.

    
Work involves:    

•  the safe conduct of a range of mooring and untying techniques across a variety of vessel types and port facilities.

            
2. WORKSITE ENVIRONMENT
    
Mooring and untying operations may be carried out:    

•  for any ocean-going Australian or international commercial vessel

  
Mooring and untying operations may be carried out:    

•  by day or night in both normal and emergency situations
•  under any permissible conditions of weather
•  at various shoreside terminals and wharves

    
Mooring and untying operations may include:    

•  preparing a berth
•  receiving heaving line from a launch
•  receiving a heaving line from a vessel
•  returning a heaving line to a vessel
•  landing a gangway
•  untying and letting go a vessel

Persons and vessels involved in mooring and untying operations may include:    

•  vessel and crew
•  pilot vessel and pilot
•  tug(s) and tug crew(s)
•  mooring launch and crew
•  mooring supervisor
•  mooring personnel (bow)
•  mooring personnel (stern)

    
Communications required during mooring operations may include:    

•  oral communications with mooring supervisor or master and other members of the mooring or untying team
•  VHF radio between tug crew and pilot on vessel
•  VHF radio between tug crew and mooring launch crew
•  VHF radio between mooring launch crew and pilot on vessel
•  radio between mooring supervisor (shoreside) and pilot on vessel
•  radio between mooring supervisor (shoreside) and mooring personnel (bow)
•  radio between mooring supervisor (shoreside) and mooring personnel (stern)

    
Dangers associated with mooring duties include:    

•  being hit by a line being thrown down from a vessel
•  stepping inside the bight of a line
•  being struck by a parting line
•  mixing rings and wire rope
•  falling off the edge of the wharf into the water
•  back strain from carrying a line
•  back strain from heaving on a line
•  back strain from heaving on a line with one hand
•  'snap back' in the event of a synthetic line breaking

Rope handling skills include:

•  correctly heaving on a line in collaboration with other members of a mooring team
•  applying a stopper to a synthetic fibre rope
•  applying a chain stopper to a natural cordage rope
•  correctly attaching a line to a bollard or bitt
•  flaking down a rope
•  forming a bight

    
Safety precautions include:    

•  checking own personal fitness and medical well-being
•  removal of any rings from fingers to avoid them being caught on steel wire ropes
•  confirming availability of a personal flotation device upon arrival at a mooring operation
•  wearing of suitable clothing
•  obtaining and using required personal protective equipment
•  keeping work area hazard-free
•  checking whereabouts of edge of wharf
•  checking whereabouts of other members of the mooring/untying team

  
Personal protective equipment may include:    

•  safety footwear
•  safety helmet
•  suitable gloves (optional)
•  safety vest
•  reflective braces
•  personal collar insert for flotation device

  
Documentation and recordsmay include:    

•  mooring and untying plans, procedures, checklists and instructions
•  relevant sections of maritime regulations concerning mooring and untying operations
•  rope and equipment manufacturer's instructions and procedures

Evidence required for demonstration of consistent performance:
 Performance is demonstrated consistently over a period of time and in a suitable range of contexts
 Applies underpinning knowledge and skills when:

•  Following safety and hazard control procedures during mooring and untying operations
•  Using personal protective equipment during mooring and untying operations
•  Following emergency procedures during mooring and untying operations
•  Reporting on safety incidents and emergencies that may occur during mooring and untying operations

 Shows evidence of application of relevant workplace procedures, including

•  relevant maritime regulations pertaining to safe mooring and untying operations
•  port and vessel safety and security procedures
•  relevant OH&S regulations and hazard prevention policies and procedures
•  job procedures and work instructions
•  relevant manufacturer's guidelines relating to the use of machinery, including instructions on equipment capability and limitations

Action is taken promptly to report and/or rectify any hazards, safety incidents or emergencies that may occur during mooring and untying operations in accordance with regulatory requirements and company procedures

•  Recognises and adapts appropriately to cultural differences in the workplace, including modes of behaviour and interactions between crew and others

    
Context of assessment    
 Assessment of competency must comply with the assessment requirements of the relevant maritime regulations

• Assessment of this unit must be undertaken within relevant marine authority approved and audited arrangements by a registered training organisation:
•  As a minimum, assessment of knowledge must be conducted through appropriate written/oral examinations
•  Appropriate practical assessment must occur:
•   at the registered training organisation; and/or
•   on an shore-side terminal or wharf

    
Specific resources required for assessment    
Access is required to opportunities to:

•  participate in a range of exercises, case studies and other simulated practical and knowledge assessments that demonstrate the skills and knowledge to follow OH&S and emergency procedures in a range of simulated mooring and untying operational situations; and/or
•  demonstrate the application of OH&S procedures in actual shore-based mooring and untying operations for an ocean-going vessel at an Australian terminal or wharf.
