Description

This unit covers the competency to marshal aircraft during start/shutdown phases, aircraft movements on flight lines and low level operations requiring direction from ground personnel using standard Australian Defence Force (ADF) marshalling signals.

Application

The application of this unit in the workplace – the environments, complexities and situations involved – will be written during Phase II of the Review of the PUA00 Public Safety Training Package.

Performance Criteria

1. Marshal aircraft during start and shutdown procedures of engine(s) and/or rotors (day and night)
1.1 Special circumstances/procedures during aircraft start and shutdown are allowed for
1.2 Standard marshalling signals are employed
1.3 Visual contact with the pilot is maintained
1.4 Safety of personnel within vicinity of propellers/rotors, engine intakes/exhausts during start and shutdown is maintained
1.5 Personnel are directed to and from aircraft within prescribed entry and exit arcs
1.6 Marshallers’ responsibilities and actions in the event of an aircraft fire or other emergency are discussed

2. Marshal aircraft during taxiing (day and night)
2.1 Special circumstances/procedures during aircraft taxiing are allowed for
2.2 Standard marshalling signals are employed
2.3 Visual contact with the pilot is maintained
2.4 Safety distances between aircraft and ground personnel/obstructions are identified and maintained
2.5 Aircraft are parked nose into wind where possible

3. Marshal helicopters during low level operations (non-winching)
3.1 Special circumstances/procedures during helicopter low level operations are allowed for
3.2 Standard marshalling signals are employed
3.3 Visual contact with the pilot is maintained
3.4 Safety distances between aircraft and ground personnel/obstructions are maintained
3.5 Allowances are made for wind direction and velocity
3.6 Effects of rotor downwash on personnel and unsecured objects are taken into consideration

4. Marshal helicopters during low level winching operations
4.1 Special circumstances/procedures during helicopter winching operations are allowed for
4.2 Standard marshalling signals are employed
4.3 Visual contact with the pilot is maintained
4.4 Safety distances between aircraft and ground personnel/obstructions are maintained
4.5 Allowances are made for wind direction and velocity
4.6 Effects of rotor downwash on personnel and unsecured objects are taken into consideration
4.7 Ground personnel involved in the winching operation are briefed on the procedure including safety requirements and earthing procedure

Range Statement

Operational considerations may include
  • Aircraft marshalling may occur at airfields or open areas either designated as a Landing Zone or on occurrence. Marshalling may occur during day and night conditions. Low level night marshalling is not assessable within this unit

Special circumstances/procedures during aircraft start may include
  • Power sources required different safety requirements during start up procedures, for example fire bottle attendants, main rotor blades to be spread

Special circumstances/procedures during aircraft shutdown may include
  • aircraft with no rotor brake
  • aircraft with droop stops
  • main rotor blades to be folded or secured

Special circumstances/procedures during aircraft taxiing may include
  • undercarriage lock pins
  • hover taxiing
  • running taxiing
  • safety pin requirements for aircraft carrying ordnance

Special circumstances/procedures during helicopter winching operations may include
  • winch positions on aircraft, variety of winch hooks

Standard marshalling signals include
  • The standard Australian Defence Force (ADF) marshalling signals

Marshallers’ responsibilities and actions in the event of an aircraft fire or other emergency may include
  • crowd control
  • notifying emergency service
  • basic life support
  • basic fire fighting

Evidence Guide

Critical aspects for assessment and evidence required to demonstrate competency in this unit
  • It is critical that correct marshalling signals are employed and are executed clearly and promptly when required. Safety of ground personnel and aircrew are paramount and the procedures in the event of an aircraft emergency or accident are crucial to gaining competency in this unit. Marshallers must be able to brief ground personnel involved in aircraft operations on requirements including safety aspects
  • Consistency in performance
  • Evidence should be gathered over a period of time in a range of actual or simulated workplace environments

Context of and specific resources for assessment
Context of assessment
  • Candidates must be assessed as competent in marshalling actual aircraft with engines running and propellers/rotors engaged for each element within this unit. Simulation of supplementary marshalling experience may take place using a vehicle (car/light truck). Simulation of fire, accident and emergency procedures may take place using stationary aircraft or a vehicle (car/light truck) using scenario based role play.
  • Assessment must take place on either an airfield or landing zone for elements 1 and 2, and either an airfield, landing zone or confined area for elements 3 and 4
  • Specific resources for assessment
  • It is necessary to have some experience in marshalling actual aircraft with engines running and propellers/rotors engaged to gain competency in each element of this unit
